Mayor Spencer stated that she has been a renter in Alameda for 15 years and has a good relationship with her landlord; she strongly supports the first part of the motion; the Alameda Rental Housing Community Discussion Group completed their task and now it is the Council's turn to take action; she feels the 10% increase is too high, but would entertain 5%. Vice Mayor Matarrese amended the motion to move approval of the five consensus points, with direction for staff to come back with an implementation plan in parallel with taking input from the working group, and recommendations to come back to Council on the sixth point.
