CALL TO ORDER & ROLL CALL Chairman Russo called the meeting to order at 6:04 p.m., with the following Board Members present: Vice Chair Biggs; Members Gerhard, McMahon, Ortiz, and Potter. Board Member Chan was absent. Board staff in attendance: Assistant General Counsel Garrabrant-Sierra and Secretary Valeska. Successor Agency consultant in attendance: David Doezema of Keyser Marston Associates. 2. CONSENT AGENDA: Action a. Resolution Adopting the Minutes of the January 17, 2013 Special Meeting (Resolution No. 13-03) The Resolution was passed by unanimous consent. 3. UNFINISHED BUSINESS a. Accept the Recommendation of the Ad Hoc Committee to Select Legal Counsel to Interview Stein & Lubin LLP and the Law Offices of Craig Labadie: Action Member Potter, who served on the ad hoc committee, reported that the two firms had been interviewed the previous week; however, the committee members were unable to reach unanimous agreement. The Chair asked the committee members to state the reasons for their preferences. The Chair recommended that the two firms be interviewed by the entire Oversight Board at a future meeting. Following discussion, the Board Members decided upon Thursday, March 14 as the date for this meeting. The Chair noted that the Board will ultimately need to decide if the role of the legal counsel would be ongoing or on call. Member Potter stated that she would provide the Board Members with the basic interview questions but the questions would not be restricted to this list. 4. NEW BUSINESS a. Resolution Approving the Recognized Obligation Payment Schedule ("ROPS 13-14A") and Successor Agency Administrative Budget for the July 1 - December 31, 2013 Six-Month Period and Making Related Findings and Declarations and Taking Related Actions in Connection Therewith: Action (Resolution No. 13-04) Mr. Doezema provided a recap of ROPS 13-14A.
