Ms. Perrault, shopping center neighbor, stated that she has supported redevelopment at the shopping center, but opposes extended hours of operation starting at 4 am, because the noise impacts are too great to bear for the neighborhood. Mr. Morris, shopping center neighbor, seconds previous comments and opposes extended hours of operation starting at 4 am. Mr. Halpern, shopping center neighbor, opposes extended hours of operation starting at 4 am. Ms. Gould, shopping center neighbor, opposes extended hours of operation starting at 4 am and rebutted the claim that perishables would spoil if delivered at a later time, since they are transported in refrigerated trucks. She stated that the truck deliveries in the early morning hours, were 18-wheeler trucks. She cautioned that enforcement is necessary and accountability must be expected. Ms. Sellers, Alameda resident, opposes extended hours of operation due to noise impacts on the community and rebutted arguments in the staff report. Mr. Radding, Alameda Neighbors Unites representative, opposes extended hours of operation and stated that Safeway should not be rewarded with additional hours of operation, since they have not abided by their current approvals. Ms. Risley, Alameda resident, stated that Safeway should not be rewarded with extended hours of operation when they consistently violate current approvals and Municipal Code. Mr. Barber, shopping center neighbor, opposes extended hours of operation due to the significant noise created by the delivery trucks and the associated unloading of merchandise. Mr. Libby, Alameda resident, opposes extended hours of operation and stated the volume of deliveries could be delivered during normal business hours, without impacting the businesses and that the quality of life needs to be maintained.
