Ms. Woodbury advised that when the item is brought forward, staff will provide a briefing as to what will be asked at the meeting, as well as the Board's opportunity to make comments, and receive comments from the public. Member Lynch would rather have a discussion about the alternatives, rather than to see the Draft EIR, so they could be decided upon before a public body. The scope of the EIR would be based upon those alternatives, and he noted that the Board did not have that. He did not believe the public process had been integrated into the final decision, and believed there was a disconnect between the various entities with respect to this project. 10.
