She reviewed the information gathered during the pre-workshop interviews with the Council, and the benefits of seeking Mutual Purpose as an elected body. Ms. Knight also led a discussion on the "90/10 Rule". City employees are hired with a job to do, and generally 90% of their time is focused on that job. Depending on capacity, there may only be room for an additional 10% of new projects and initiatives. In some cases, staff may be at or over capacity and have no room for additional projects.
