[Note: The meeting was conducted via Zoom] Absent: None. AGENDA CHANGES (21-574) Councilmember Knox White moved approval of hearing the Council Referral on unnecessary animal surgery [paragraph no. 21-575] first. Mayor Ezzy Ashcraft requested an amendment to the motion to move up the nominations [paragraph no. 21-576]. Councilmember Knox White accepted the amendment to the motion. Councilmember Herrera Spencer seconded the motion, which carried by the following roll call vote: Councilmembers Daysog: Aye; Herrera Spencer: Ayes; Knox White: Aye; Vella: Aye; and Mayor Ezzy Ashcraft: Aye. Ayes: 5. COUNCIL REFERRAL (21-575) Consider Adopting Resolution No. 15816, "Calling on the State Legislature to Implement a Ban on Medically Unnecessary Animal Surgery, Such as Declawing of Cats." (Councilmember Knox White). Adopted. Councilmember Knox White gave a brief presentation. Mayor Ezzy Ashcraft expressed support for the matter. Urged Council to vote yes and ban the act of cat de-clawing; discussed the procedure causing life-long pain and suffering to felines; stated an affirmative vote will ensure safety for cats, education of the public and proof that Alameda takes animal rights seriously; Alameda will lead the way: Ella Halisky, Alameda. Vice Mayor Vella moved approval of the referral [adoption of the resolution]. Councilmember Herrera Spencer seconded the motion, which carried by the following roll call vote: Councilmembers Daysog: Aye; Herrera Spencer: Ayes; Knox White: Aye; Vella: Aye; and Mayor Ezzy Ashcraft: Aye.
