Mayor Ezzy Ashcraft inquired whether the regulation would fall to the federal government for enforcement. The City Attorney responded in the affirmative; stated there would be default rules and no further local control or ability to enter into licenses and authorize or charge fees; the option is not recommended by staff. On the call for the question, the motion carried by unanimous voice vote - 5. CITY MANAGER COMMUNICATIONS (20-070) The City Manager provided an update on the coronavirus. ORAL COMMUNICATIONS, NON-AGENDA None. COUNCIL REFERRALS (20-071) Consider Requiring Paid Parking at Any Future City Owned or Operated Parking Lots, Including the Main Street Ferry Terminal. (Councilmember Vella). Councilmember Vella made brief comments regarding the referral. In response to Mayor Ezzy Ashcraft's inquiry, Councilmember Vella stated the request is to direct staff to come back to Council to have any projects that include City parking provide options for how to charge and include options and a cost analysis. Councilmember Oddie inquired whether the parking lot located at the Seaplane Lagoon Ferry Terminal has already included such analysis, to which Mayor Ezzy Ashcraft responded in the affirmative. Stated encouraging people to get out of their cars is not enough; people should be discouraged by charging for parking; free parking is not a right: Denyse Trepanier, Bike Walk Alameda. Stated Community Action for a Sustainable Alameda (CASA) submitted a letter and is in support; discussed the Climate Action Resiliency Plan (CARP) requirements and paid parking reducing greenhouse gas emissions: Debi Ryan, Community Action for a Sustainable Alameda (CASA).
