Councilmember Ezzy Ashcraft requested discussion. Councilmember Matarrese stated there has been a call for the question and a second. Noes: 1. Following Councilmember Ezzy Ashcraft's comments, Mayor Spencer inquired whether Councilmembers cannot continue speaking after a motion to call the question is approved. The City Attorney responded in the affirmative; stated the vote must be taken and Council has to move on. Mayor Spencer inquired what should be done and whether she should hit the gavel when a Councilmember continues to speak, to which the City Attorney responded the Mayor should do so.
