Vice Mayor Vella stated that she is on the Board for Alameda Family Services and would be recusing herself from voting on that portion of the Action Plan. Mayor Spencer thanked the Social Services Human Relations Board (SSHRB); stated the SSHRB and other organizations are critical to the community and it is important that they continue to serve. Councilmember Ezzy Ashcraft concurred with Mayor Spencer; stated there is a fine line between homelessness and having a roof over your head; the level of need in the community cannot be addressed without the help of all agencies. Councilmember Ezzy Ashcraft moved approval of adopting the Fiscal Year 2018-19 Community Development Block Grant/HOME Partnership Investment Program Action Plan and authorizing the Acting City Manager to negotiate and execute related documents, agreements, and modifications at funding levels approved by Congress. Councilmember Matarrese seconded the motion, which carried by unanimous voice vote - 5.
