The City Manager responded that the proposed contract is in anticipation of the current contracts lapsing. Mayor Spencer inquired when the current contracts lapse. The Project Manager responded there is no current need for the engineers with specialties. Mayor Spencer inquired whether there is a current contract with a structural engineer, to which the City Manager responded the proposal is for a stable of engineers to use as needed; stated the money is not General Fund dollars. Vice Mayor Vella inquired if a project comes in right now is there a firm the City is currently using. The Project Manager responded if a project comes in right now, staff would need to come to Council to award the contract; stated soliciting proposals from consultants could cause a possible three month delay. Vice Mayor Vella inquired whether Council could pass the proposal only until the mid- year budget review. The Project Manager responded there is no money involved in the contract. Mayor Spencer stated if the services are used, the money will be spent. Councilmember Oddie stated the contract is going to return in one year; he would also like more information on how much has been spent in the last fiscal years. Councilmember Matarrese inquired whether the contract returns to Council every year for review, to which the City Manager responded that the contract states the agreement may be mutually extended on a year by year basis, up to four additional years, at the sole discretion of the Public Works Director. Councilmember Matarrese modified his motion to approve having the contract state the contract is to return to Council yearly. Councilmember Ezzy Ashcraft seconded the motion. Under discussion, the Acting City Attorney inquired whether Councilmember Matarrese is authorizing a contract for one year with no extensions.
