Adopted. The Community Development Director gave a brief presentation. Councilmember Ezzy Ashcraft inquired how many registered voters reside in the Community Facilities District. The Community Development Director responded there are more than 12 voters, which triggers the requirement to conduct a special election; stated the City Clerk will not receive the information from the Registrar of Voters until after the paperwork is submitted. Councilmember Ezzy Ashcraft inquired whether the residents are located in the TRI Pointe homes, to which the Community Development Director responded in the affirmative. Councilmember Ezzy Ashcraft inquired whether the election would be by mail, to which the Community Development Director responded in the affirmative. Councilmember Oddie moved adoption of the resolution calling special election regarding alteration of the rate and method of apportionment of special taxes for Community Facilities District 13-1, Alameda Landing Public Improvements. Councilmember Matarrese seconded the motion. Under discussion, Mayor Spencer inquired how the proposed amendment has no impact to the rate and method of apportionment of special taxes. The Community Development Director responded there is already a maximum special tax levy, which would remain unchanged.
