(Councilmember Daysog) Councilmember Matarrese made brief comments regarding Councilmember Daysog's referral. Mayor Spencer inquired whether an estimate of the cost could be included. Councilmember Matarrese responded staff should include the usual impact to the General Fund or other funds. Councilmember Oddie stated that he is concerned about violating the Sunshine Ordinance if direction is given to staff since overhauling the campaign finance rules was not noticed; community members might want to comment; he does not agree with asking the City and taxpayers to pay money so politicians can run for office. Councilmember Ezzy Ashcraft stated that she would like to see an independent body review the matter; she agrees with Councilmember Oddie. Vice Mayor Vella stated that she would also like an independent body to review the matter. Mayor Spencer stated that she supports the referral as noticed; she would like to find out what the expense would be to the City; she supports reducing the financial barrier to running for office. Councilmember Matarrese stated perhaps the discussion needs to happen in a different venue. Mayor Spencer inquired whether the issue of reducing the cost for candidates is a new issue. The City Attorney stated campaign finance reform was previously addressed, not the current specific issue. Mayor Spencer moved approval of the referral. The motion failed for a lack of second.
