The Base Reuse Director gave a Power Point presentation. Mayor Spencer inquired if the local hire includes the Charter school graduates or just School District graduates. The Base Reuse Director responded however district graduates are defined. Mayor Spencer inquired whether it is only Alameda Unified School District, to which the Base Reuse Director responded in the affirmative; continued the presentation. Councilmember Ezzy Ashcraft stated the Joint Administrative Committee (JAC) is a committee of six, inquired what happens in the case of a tie vote. Michael Vlaming, Outside Counsel, responded the JAC addresses issues before they become problems and before they go to a vote; issues are resolved by unit voting.
