Councilmember Oddie seconded the motion. Under discussion, Mayor Spencer stated Council has received emails and other communications about landlords using another tactic and charging utilities; inquired whether utilities can be included in the definition of base rent. The Assistant City Attorney responded in the negative; stated if changes are made tonight, the ordinance would have to be reintroduced and have a second reading; the report brought back in December could fine-tune the definition. Mayor Spencer thanked Jeff Cambra and the people who participated in multiple hearings; stated there is a change in the landscape; she has been renting the same home for 16 years; the approach is trying to address all renters; encouraged review of Costa Hawkins and for people to participate in the process. On the call for the question, the motion carried by unanimous voice vote - 5. Councilmember Ezzy Ashcraft moved final passage of the ordinance creating the RRAC.
