On the call for the question, the motion carried by the following voice vote: Ayes: Councilmembers Chen, Daysog, Ezzy Ashcraft, and Mayor Gilmore - 4. Noes: Councilmember Tam - 1. Councilmember Daysog inquired whether the $566.6 million total cost estimate is based on the Reuse Plan scenario; stated the City might decide to do more; questioned whether unused capacity could be built in and whether the high density scenario would be covered under the $566.6 million.
