On the call for the question, the motion FAILED by the following voice vote: Ayes: Councilmember Tam and Mayor Johnson - 2. Noes: Councilmembers Bonta, deHaan and Johnson - 3. Vice Mayor Bonta stated that he would like staff to spend time to look at concerns raised regarding reducing risk, scaling back the proposal and having an off ramp; a new financing proposal was discussed tonight; that he would like to give it a little more thought and come back; that he does not want to throw out the proposal; tweaks are needed in certain areas. Councilmember deHaan inquired whether said direction is a motion, to which Vice Mayor Bonta responded in the affirmative. Councilmember deHaan seconded the motion; stated the matter should return in two weeks to a month. The City Manager stated that he could bring the matter back on June 6th Vice Mayor Bonta and Councilmember deHaan agreed with the City Manager's suggestion.
