Councilmember deHaan inquired who would document a closed session if an item is intended for Council discussion only. The City Clerk responded the only exemption in the Sunshine Ordinance is for Public Employee Performance Evaluation; otherwise, the City Clerk or designee would be in a closed session. Councilmember Tam moved approval of the staff recommendation with an amendment to have the final set of minutes circulated if any changes are made.
