Councilmember Gilmore inquired whether costs would be considered when adjudicated newspapers compete. The City Clerk responded in the affirmative; stated the lowest bidder is awarded the Contract; in the past, the Alameda Times Star and the Journal competed; the Journal has been the only newspaper to submit a bid over the past few years. Councilmember Tam moved approval of the staff recommendation. Councilmember Matarrese seconded the motion, which carried by unanimous voice vote - 5.
