Councilmember/Commissioner Matarrese inquired whether a twenty-unit condominium could be built if the requested waiver relates to Measure A. The City Attorney/Legal Counsel responded the developer would need to request a waiver, not a concession or incentive; stated a Measure A waiver could not be granted unless the developer could prove that the project would be physically precluded from using the density bonus without the waiver.
