Councilmember Matarrese stated that he does not think Council approved brown outs; Council took money from the Golf fund with the hope that Measure P would pass and brown outs would not be necessary; Council was to revisit the issue. Councilmember Gilmore stated Council discussed taking money from the Golf fund for the Fire Department; everyone agreed that Measure P was a long shot; the budget was adopted with the assumption that brown outs would occur once overtime funds were depleted; brown outs were approved when the budget was adopted; Council needs to discuss how to apply any Measure P revenues. Mayor Johnson stated that her recollection is similar to Councilmember Gilmore's additional money was found to fund a fire engine for a longer period of time that she does not have a problem bringing brown out discussions back to Council; the Fire Chief needs to advise Council on brown out impacts.
