" Adopted. The Deputy City Manager gave a brief presentation. Councilmember Matarrese inquired what is the timeline for getting the proposed measure on the November ballot. The Deputy City Manager responded August 8 is the deadline for submittal stated a real property transfer tax is a general tax and can only be placed on a general election ballot. Curt Below, Fairbank, Maslin, Maullin & Associates, gave a Power Point presentation. Councilmember deHaan inquired what percentage of individuals polled were owners, to which Mr. Below responded 68%. Vice Mayor Tam stated the recent [School District] parcel tax measure had a low-income and senior exemption; the parcel tax and proposed real property transfer tax would be limited to twenty years; inquired whether the time limit is common or whether cities have the option for a CPI increase over time. Mr. Below responded both options are available. Mayor Johnson stated that people seem to prefer cuts over paying additional taxes to maintain services.
