On the call of the question, the motion carried by unanimous voice vote - 5. Councilmember Matarrese moved approval of directing the City Attorney to prepare the impartial analysis. Councilmember Gilmore seconded the motion, which carried by unanimous voice vote - 5. Vice Mayor Tam moved approval of having Councilmembers deHaan and Matarrese prepare the argument in favor and having the Mayor sign on behalf of the Council. The Deputy City Manager stated the Mayor could sign on behalf of all Councilmembers other signatures could be obtained to show broad based support for the measure. Vice Mayor Tam inquired whether the subcommittee could organize a community task force. The City Attorney responded in the negative; stated the subcommittee would be preparing an argument in favor of the measure and a rebuttal if necessary.
