Mr. Neal stated traffic should be controlled at certain times when there are other demands on the roads. Councilmember deHaan stated Encinal Terminals is in the process of changing entitlements. (07 7-430 - ) David Howard, Alameda, stated California cities are setting up reciprocal sales tax agreements with neighboring cities; suggested reviewing the matter; stated retail will not solve all sales tax problems encouraged the Council to look at business to business opportunities.
