Mr. Marshall stated Catellus would be in default of all development documents if the leakage study were not followed; tenant discussions would be a challenge in a public forum. Vice Mayor/Authority Member/Commissioner Gilmore stated Council could receive a confidential Off Agenda Report if Catellus does not comply; the matter would not need to come to Council for public discussion.
