Commissioner Farrell asserted this\nquestion remains unanswered. A motion to approve corrected minutes made by\nCommissioner Farrell and seconded by Vice Chairperson Rush. Ayes:\nChairperson Gillitt, Vice Chairperson Rush, Commissioners Lewis and Farrell.\nNays: none. The motion carried 4-0.\n4. PUBLIC COMMENTS\nNone.\n5. REGULAR AGENDA ITEMS\n5-A. 2020-8061 Recommendation to Review and Approve the \"Haunt Your\nHouse\" Application to the Public Art Small Grants Pilot Program\nStaff Member Butler clarified that since a quorum had not be reached with\nthe last vote on this item, a vote is needed at this meeting. Butler provided\na brief review of the report and explained that the 15 public comments\nsubmitted pertaining to this agenda item were accessible for review via the\nlinks provided in the published meeting agenda.\nButler welcomed comments and questions. Commissioner Farrell asked for\nclarification if any cash prizes were to be given. The\nmotion carried 4-0.\n5-B. 2020-8155 Recommendation to Approve the Attached Resolution and\nConditions Approving the \"Beken\" Public Art Proposal\nStaff Member Gehrke presented the Beken Public Art Proposal for the\nWaterfront Park, including redesign of the base cell sizes in response to\nperceived safety concerns raised by both the Recreation and Park\nCommission and an inter-departmental design review team. Gehrke\nreviewed evaluation criteria, and stated that staff believe the piece to satisfy\nall criteria.\nArtist Dewitt Godfrey provided an introduction to the proposed \"Beken\"\nsculpture and explained his inspiration for the piece, including design\nmodifications that have been made, and expressed his excitement to build\nat this site.\nGehrke welcomed comments and Gehrke and Godfrey answered\nquestions.\nPublic Speaker Rachel Campos expressed her support for the design\nprocess and resulting piece, as it is eye-catching, has good scale for the\nlocation, and reflects historical aspects of the site.\nCommissioners, Godfrey, and Gehrke discussed visibility, proposed\nsculpture material, lighting, design elements and modifications, and location\nin relation to other public art pieces at Alameda Point.\nA motion to approve the \"Beken\" Public Art Proposal was made by Vice\nChairperson Rush and seconded by Commissioner Lewis. Suggested a computerized reservation program and rental\nsignage at the tennis courts.\nCommissioner Limoges: Noticed a lot of trash along Shoreline at the beach. Response from\nDirector Wooldridge: Working with East Bay Regional Park Department, (EBRPD), which\noversees the beaches and shoreline, and potential volunteer groups to help with clean-up.\nLooking forward to seeing the Krusi Park Recreation Center completed.\nChair Alexander: Commended the Alameda citizens as she is seeing lots of masks and social\ndistancing. Had a lesson in Pickleball. Handball courts are consistently full. Krusi Recreation\nCenter looks nice, was able to look inside and it looks beautiful. Complimented Franklin Camp\nPark staff for a job well done.\nCommissioner Navarro: ARPD Camps are doing a great job with masks and social distancing\nand the kids look like they are having fun. Plan to obtain data, demographic\ninfo and community input. Will work with a consultant to assist process, possibly from the\nGovernment Alliance on Race and Equity.\nNEW BUSINESS\n6-A Review and Recommend Whether to Rename Jackson Park\nARPD Director Amy Wooldridge gave presentation which included the history of the park and Andrew\nJackson and the requirements and process options of renaming Jackson Park.\nPublic Comments\nZac Bowling: In support of renaming of Jackson Park\nRasheed Shabaaz: Two years ago came before the Commission to call for the renaming of\nJackson Park. Spoke on the 2020 death of George Floyd and how it brought awareness to the\npublic. In support of renaming Jackson Park, likes Justice Park, encouraged to add a memorial\ndedicated to those who were impacted by Andrew Jackson and were excluded from Alameda\nto explain why the park was renamed and that a new name should be selected by the end of\nthe year. If there is no justice, there is no peace.\nEzra Denney: Heartened to hear about the previous discussion on a diversity and inclusion\npolicy for the parks. Supports renaming Jackson Park to show Alameda's community of Color\nhow we welcome them and how everyone belongs here.\nJosh Geyer: Supports renaming Jackson Park to create a city where people feel truly welcome\nand to put up a monument that speaks to why the park was renamed and the impacts of\nJacksons actions and belief systems while he was alive.\nLaura Gamble: Supports the renaming Jackson Park as it will signal that Alameda has the\nability to move forward to a more just and fair future in a swift manner.\nSeth Marbin: Supports the renaming of Jackson Park and encouraged to remove the sign\nimmediately.\nLean Deleon, Alameda resident: Supports the renaming of Jackson Park as we are in a\npolitical movement to the right side of history.\nRosemary Jordan: Supports the renaming of Jackson Park. Gift bags were delivered to\nparticipants before the July 4th holiday and greeting cards have been sent as well.\nNew computers for the Mastick Computer lab are being installed.\nRenewal membership registration forms (approximately 3,300) are being mailed out.\nMonthly email blasts continue with updates and services. Zoom opportunities are being added\nand looking toward a curbside book pick-up, along with other opportunities.\nWe continue to make wellness calls.\nThe lunch program is growing and serving an average 30 - 35 people per day.\nWorking on improving the front entry walkway for current ADA compliance.\nParks Maintenance\nReceived $150,000 from the Community Development Block Grant program for improvements\nat Woodstock Park. Projects include converting remaining playground safety surfacing to\npoured in place, adding a shaded picnic area, painting the exterior of the recreation center\nand replacing all windows.\nFocused work on Bay Farm parks at Tillman and Leydecker as well as tree pruning along\nShoreline Park\nHired a new Gardener, Andrew Quintana who previously worked with the City of Berkeley.\nWe're excited to have him join the team!\nRecreation Services\nWorking on options for fall after school programming. Waiting for additional guidelines from\nAlameda County Health Department and staff is participating in weekly discussions with the\nschool district.\nTiny Tots - We opened registration for our Tiny Tots programs but final configuration of those\nprograms is pending guidance from the Health Department.\nAlameda Fourth of July Shines On decoration contest - There were 35 entries and staff\ndecided to give participation awards to all registrants rather than doing a judging processes.\nWe are offering $20 gift certificates to a variety of Alameda businesses.\nPark Ambassador Program - Staff are coordinating ways to implement a park ambassador\nprogram that serves as a positive educational outreach program in the parks during COVID-\n19. We will re-hire lifeguards and other part-time staff who will be easily identifiable in parks\nand will have extra masks to hand out as they let people know to wear masks, keep social\ndistance and remain off the closed equipment. They will not be enforcing rules, simply\neducating the public in a friendly way.\nNew youth camps - ARPD added several outdoor fitness and athletic camps per County\nguidelines began this week. Anticipate\ncompletion before the school year starts.\nDe-Pave Park - Vision Plan process is going well and a draft sketch plan was received well\nby the stakeholders this past week. Once completed, it will come to the Commission for\nreview and comment.\nStarting work on a Diversity, Equity and Inclusion Policy and Action Plan.\nBayport Park playground - The public input meeting for the Bayport Park playground design\nwas cancelled due to the shelter in place. Staff will instead host an online survey and a Zoom\nneighborhood meeting for public input on the design. We will do our best to construct the\nplayground so that it is completed close to when playgrounds may be opened.
