REGULAR AGENDA ITEMS\n7-A 2019-7513\nPLN19-0368 - 2800 Fifth Street - Design Review - Applicant: Pulte Home Company, LLC.\nPublic Hearing to consider a Design Review application to construct 69 buildings\ncontaining 357 residential units within the 17.2-acre Alameda Landing Waterfront Mixed-\nUse Development site. The 2006 Final Supplemental Environmental Impact Report was\ncertified in accordance with the California Environmental Quality Act for the Alameda\nLanding Mixed Use Development (State Clearinghouse #2006012091).\nHenry Dong, Planner III, gave a presentation. He said the waste\ncollection company also liked keeping bins immediately adjacent to each unit which would\nhelp them monitor ownership of bins and tracking service.\nBoard Member Saheba asked how the trash pickup would work for the retail building.\nMr. Hilk said that would be addressed when that building comes back for final review and\nmay depend the end.\nBoard Member Hom asked what paving material would be used in the turnaround areas.\nMr. Hilk said they originally were hoping to use a grass-crete product, but with the regular\nuse by the garbage trucks, he believes they will need to use a hardscape treatment.\nBoard Member Hom asked if the CC&Rs would address homeowners' responsibility to\nproperly place the waste bins.\nBoard Member Ruiz asked how the waste collection for the common areas of the stacked\nflats would be addressed.\nMr. Hilk said that they anticipate the HOA being responsible for managing the common\narea waste collection. He said they typically use contractors that service those areas and\ntake waste off site.\nPresident Curtis and Board Member Cavanaugh expressed satisfaction with the design of\nthe Breeze units.\nThere were no public speakers.\nBoard Member Teague moved approval of the item. Board Member Rothenberg\nseconded the motion.\nBoard Member Hom offered an amendment to require the turnaround areas would\nbe some type of decorative concrete or grass-crete and not asphalt. The staff report\nand\nattachments\ncan\nbe\nfound\nat:\nhttps://alameda.legistar.com/LegislationDetail.aspx?ID=4265872&GUID=5D4FBCF6-\nE582-421D-8F3F-303EC9BOD3FB&FullText=1\nPresident Curtis asked whether the bioswales would be capable of handling heavy rain\nevents without creating standing water and mosquitos.\nStaff Member Tai said that the swales tie into the storm drain system and will be sized\nappropriately to handle runoff from the site, consistent with applicable regulations.\nDavid Israel, BAR architects, gave a presentation.\nBoard Member Cavanaugh asked if the pool was the best use of the podium space, or if\nmore landscaping and open space would be better.\nMr. Israel said that they have a good amount of space up there, including landscaping,\ndining and seating areas, and that a pool has been determined to be an important feature\nof the project.\nBoard Member Teague asked when the board would see the landscape plans for the\nshared plaza.\nStaff Member Tai said he believed that item came back to the board at a previous meeting\nand he does not anticipate those plans coming back again.\nPresident Curtis opened the public hearing.\nRichard Bangert said the new design of Block 11 is a major downgrade from the original\ndesign. He suggested keeping the original proposal.\nRachel Campos de Ivanov asked if there was a way to work with the developer to keep\nthe great elements of the original plans while ensuring the economics of the project still\nwork.\nBoard Member Teague said he wished the multi panel windows on the west elevation\nwould return. He asked that the landscaping plan for Block 11 come back for review. He said we should not sacrifice\nthe quality of this first, most important section of the Waterfront Park.\nRachel Campos de Ivanov said the terraces would give a much better gathering spot. She\nsaid the palm trees were an important feature of the original design.\nPresident Curtis closed the public hearing.\nBoard Member Teague said he likes the idea of a civic park for gathering that is so\naccessible by transit. He said he is glad that the palm trees have been removed from the\nplans, but that he is undecided on whether to support the plan.\nBoard Member Hom said he does not think an urban park needs to be heavy on concrete.\nHe said he likes the design, and agrees with the goal of including more seating. He said\nhe would like to condition that the lighting plan be carefully reviewed by staff.\nBoard Member Ruiz said she prefers the new design. She said she sees the need for\nadditional seating. He said he can't figure out how the windows would work and asked if\nthere would be a variety of types.\nMr. Burton said that they are still trying to resolve some of the window choices.\nBoard Member Saheba recommended an option to improve the consistency of the window\ntypes. He said there needs to be more consistency in the material and design choices. He\nsaid the site has great opportunities to create proper hierarchies.\nBoard Member Hom said it is important that the end elevations facing the water are\nframing the public space and need to be improved.\n8.
