different firms allow for more options.\nVice Mayor Vella inquired why a 5 year contract is being executed when the City only\nhas a 2 year budget.\nThe Project Manager responded the award is for up to 5 years.\nVice Mayor Vella inquired how much money will the contractor receive if the services\nare not used, to which the Project Manager responded zero.\nVice Mayor Vella inquired whether the contractor is paid a retainer to hold the services.\nThe Project Manager responded the contractor will be on standby and only paid when\nthe services are used.\nMayor Spencer inquired how many engineers the City has on staff.\nThe Project Manager responded the City has no structural engineers and two licensed\ncivil engineers.\nMayor Spencer inquired why there are not more engineers on staff;
