Vice-chair Tilos had requested the info regarding the cannabis concerns in and near parks. Debbie\nPotter, Community Development Director, clarified the cannabis concerns and said there will be amendments\nmade to the present Smoking Ordinance #3038 which will include cannabis, e-cigarettes and other electronic\ndevices which will go before the City Council at a Special Meeting on October 21, 2017.\nHighlights:\nCommissioner Discussion:\nCommissioner Carter: When is alcohol permitted? Response: Not permitted in parks except at certain\nRecreation Centers that are rented which would include an alcohol permit that is reviewed by the\nAlameda Police Dept. What about buildings not in the Parks but that are under ARPD such as the gym\nor Vet's Building? NR.\nAdmin fee for revising permits - $25.\nSummer bus rental - At cost from vendor plus $3.50/mile plus $20/hr.\nPrograms and Camps - 3% increase.\nNew fees:\nLive Film Shoot - Educational $250/hr.\nEstuary Synthetic Turf Adult League $700 R/per team, $800 NR/per team.\nKrusi Park Stage - $30/hr.\nRecreation Center Rental for Non-Resident Nonprofit meetings - $55/hr.\nProgram Transportation Fee - Fee determined based on cost from Vendor.\nCommissioner Discussion\nCommissioner Carter: Handed out an 8-year financial report regarding the Alameda Point Gym.\nThe cost for athletic fields for youth seems low compared to the synthetic fields or gym fees, which puts the\nburden on other youth programs. Wants to make sure one group is not charged significantly more than another\ngroup.\nVice-chair Tilos: The synthetic fields are premium fields therefore the fee is greater. Also reminded the\ncommissioners that last year they told the youth groups using the fields that it would be increased this year, so\n$4 is that increase.\nChair Limoges and Commissioner Delaney: Recalled that last year's Commission felt the youth groups had\na good argument as it would be a substantial burden for the individuals and the group.\nVice-chair Tilos: In regards to the fees, we are providing a service to Alameda. These are tax payers' dollars\nwhich is why it is best to give the lowest price possible so Alamedans can enjoy the benefits of the facilities we\nhave. It is what makes Alameda a great city.\nCommissioner Delaney: Feels comfortable that the fees are fair, some are low, but if it is good for the\ncommunity and the fee schedule is balanced, then we are doing our job.\nChair Limoges: Concerned by the amount of new people moving to the city and a lot of requests for parks.\nDoesn't particularly care about the comparisons of other cities but if we want to try for equity and whatever we\ncan do to balance fairly, that's good.\nCommissioner Carter: Are swim centers sustaining? Response: No, swim centers are extremely expensive to\nmaintain. The City pays half of the expense and AUSD pays the other half. The swim center use fees cover a\nportion of the operation costs. The fees would have to go up significantly to fully cost recover. Encinal Swim\nCenter fees went up once that facility was improved. The Emma Hood Swim Center is still in poor condition and\nthe fees have historically been kept low to compensate.\nCommissioner Carter and Chair Limoges: Can some of the fees be amended once the Recreation Facility\nAllocation Policies are revised? Response: Yes.\nCommissioner Carter: Concerned that the restrooms don't work at the Gym. Best day for golf you could imagine. Attended the Bike Ride\nwhich was well organized and a great experience\nCommissioner Carter: Attended the unveiling of the Washington Park basketball courts. Commended\nAlison Shannon of the Alameda Theatres, whose perseverance convinced the Warriors Foundation to\nredo the basketball court here in Alameda. It was an amazing project and kids had a great time at the\nunveiling.\nChair Limoges: Attended Krusi Park stage dedication. Said it is a sweet space and was a nicely attended\nevent. Toured Jean Sweeney Open Space Park (JSOSP) with Director Wooldridge which was\ninformative. Visited the Alameda Point gym to see what was going on in the building. Did the bike\nregistration at Bike for the Parks and was impressed with the ARPD team managed by Dennis McDaniels.\nMet with two AUSD board members who informed him about AUSD land that could possibly be used for\noutdoor basketball court.\nCommissioner Delaney: Attended JSOSP clean-up day which was successful as they cleaned up\napproximately two-thirds of the park.\nB. Vice-chair Tilos said he proposed under the\nMagnolia Tree at Longfellow Park, which is his favorite park.\nC. Recreation and Parks Director Report\nMastick Senior Center\nMastick's 30th Annual Thrift Shop Fashion Show and Luncheon took place on Thursday, September 21.\nThere were 245 participants, (205 registered patrons along with 40 volunteers). Everyone enjoyed live music,\nlunch, raffles, the fashion show and shopping. The net revenue raised was $3,190.48. Commended Alameda\nRotary for serving the meals.\nMastick's 10th Annual Ice Cream Social took place on Wednesday, September 13. Over 150 members\nenjoyed ice cream sundaes and socializing.\nAdmin\nContinuing management of Activenet implementation with \"Go Live\" anticipated in December. This effort is\nrequiring coordinated efforts from every area of the Department.\nLimeBike launched its dockless bikeshare program which will include parks.\nSmoke and air quality\nCancelled all ARPD outdoor programming such as Kidz Love Soccer.\nAll youth and senior programs are remaining indoors.\nParks Maintenance staff is currently limited with few or no staff in many locations due to the air\nquality. Normal routine maintenance concerns will be handled as soon as we can work outside at full\ncapacity.\nPublic art in Parks - Responding to artists that are interested in putting their art in the parks.\nOne is under review with Sweeney Park Steering Committee and will then come to Recreation and\nPark Commission (RPC) in November for final review.\nLittlejohn Playground\nObtained a CA housing related park grant which was matched with the California Parks and\nRecreation Society grant for Healthy Communities.
