concurred\nwith Councilmember Oddie.\nThe Interim City Manager stated staff is already considering bypassing the Planning\nBoard and bringing the item directly to Council, possibly at a meeting in October.\nCouncilmember Oddie suggested the topic be discussed at a special meeting.\nThe Interim City Manager stated a special meeting will be scheduled in October to\ndiscuss the issue.\nMayor Spencer requested the meeting be scheduled as soon as possible.\n(15-544) Catherine Pauling, Alameda Renters Coalition (ARC), expressed concern over\nrapid rent increases and no fault evictions; urged the City Council enact a moratorium;\nsubmitted a petition with over 1,400 signatures; stated UC Berkeley created a map\nshowing displacement which covers over half the Island.\nMayor Spencer stated the balance of the speakers are on the rent issue; she would like\nCouncil feedback in regards to setting a special meeting on the issue.\nCouncilmember Ezzy Ashcraft stated the first step would be to agendize the issue of a\nmoratorium; that she asked the City Clerk to provide copies of Ms. Pauling's submittal,\nwhich will provide testimony.\nMayor Spencer stated that she would like to set a special meeting to have a\nconversation; the meeting would be a workshop which could include legal input on\noptions and a discussion.\nMs.Pauling expressed concern over any delay; stated the matter is urgent; noted an\nemail with research was sent to Council.\nMayor Spencer stated the Council is limited to the feedback that can be provided to\npublic speakers; stated Council could set a hearing.\nCouncilmember Daysog stated the Mayor has the ability to call a special meeting; that\nhe would support the Mayor calling the meeting and would attend; he hopes for\nsubstantive solutions.\nCouncilmember Ezzy Ashcraft stated that she would support whatever can be done\nmost expeditiously; four bids were\nreceived; using lease revenues is preferable; once the cost and unrestricted fund\nbalance is determined, staff will come back to Council with a recommendation; if there\nare not sufficient funds, staff will be asking to use the General Fund to supplement.\nIn response to Mayor Spencer's inquiry, the Interim City Manager stated another option\nis to do the project in phases if funds are not sufficient.\nCouncilmember Ezzy Ashcraft stated the project should not be done in phases;
