stated his firm is still collecting data and does not have all the information to\nproceed.\nCouncilmember Daysog stated the OPEB unfunded liability is distributed in two ways:\none for people who are retired and the other for people still working.\nVice Mayor Matarrese inquired whether assumptions on solutions and the liability\nproject an 8% increase in health costs per year and the same number of active\nemployees, to which the City Manager responded in the affirmative; stated the\nassumption is to continue to budget for full time staffing, but not increasing or\ndecreasing.\nCouncilmember Daysog stated people should understand that if assumptions change,\nall modeling that has been done could potentially change; staffing levels and\nbenchmarks are important points; employee numbers maintain when the proposal\nmoves forward.\nThe City Manager stated adding another body would increase pension and healthcare\nin the future which needs to be managed over the years;
