stated weekends are included, but there is a\ntime restriction requiring loading to occur between 9:00 a.m. to 5:00 p.m. daily.\nCouncilmember Chen inquired whether motorists would be able to legally go around a\ndelivery van double-parked on the street, to which the Transportation Coordinator\nresponded in the affirmative; stated there will be striped center line which allows\nmotorists to pass legally.\nVice Mayor Ezzy Ashcraft inquired whether a crosswalk at Shoreline Drive in front of the\nPost Office could be moved to other side near the Willows Condominiums because the\nexisting crosswalk goes directly into a planting bed.\nThe Transportation Coordinator responded that she would look into moving the\ncrosswalk; continued the presentation.\nCouncilmember Chen inquired what the traffic study determined the impacts would be\nof converting four lanes into two lanes.\nThe Transportation Coordinator responded the traffic study revealed the level of service\nreceived A and B grades; the same is true\nWest of Grand Street in single family areas.\nCouncilmember Chen inquired whether the conversion of almost 100 spaces available\n24 hours a day, 7 days a week offsets the nighttime parking loss, to which the\nTransportation Coordinator responded in the affirmative; stated the conversion will help\nareas adjacent to the condominiums; residents will not have to move cars.\nCouncilmember Chen inquired whether there have been any issues with existing cycle\ntracks.\nThe Transportation Coordinator responded the main issue, specific to the Fernside\nBoulevard cycle track, is Lincoln Middle School had a lack of bike parking because\nmore students were riding bikes; parents found funding for additional bike parking; also,\nan analysis of speed has shown a reduction of a few miles per hour, similar results are\nexpected for the Shoreline Drive project.\nVice Mayor Ezzy Ashcraft inquired if the increased bike parking at Lincoln Middle\nSchool means reduced autos, to which the Transportation Coordinator responded in the\naffirmative.\nMayor Gilmore inquired how many handicap spaces exist and how many will be added.\nThe Transportation Coordinator responded there are currently two handicap spaces\nlocated together on east side of Broadway; stated the recommendation is to move one\nto the other side of Broadway, and move the other one to Park Street near Shoreline\nDrive; two spaces will be added: one on Willow and one on Kittyhawk, for a total of four\nhandicap spots.\nStated the path location will not get people out of cars; funds could be better expended:\nArt Medlar, Alameda.\nSuggested the existing path be widened; expressed concern about removing parking:\nHilda Garcia, Alameda.\nStated there is not crowding on the path that demands the cycle track solution; the shoreline path is a healthy community; the\nproject encourages people to get out of cars and exercise, and plans for the future;\nenvironmental reasons, such as cutting back on pollution, are included in the concept of\ncomplete streets; citizens should be respectful of each other, be responsible and obey\ntraffic laws; lots of planning went into the project, the time to move forward is now.\nCouncilmember Daysog thanked the public for their emails; stated Alameda's tagline is\n\"a city of homes and beaches;' that he sees the project as an opportunity to reclaim the\ntagline and something for all residents to enjoy; he understands the parking issues, but\npeople will begin to see how vibrant the project is in the long term.\nCouncilmember Tam stated that she is very supportive of the project; there is a reason\nwhy it is a priority project; the design elements make a lot of sense and reduce conflicts;\nthe zones being proposed will provide for all modes of transportation uses, not just\nrecreation uses; that she hopes kids will be able to walk and ride to school.\nCouncilmember Tam moved approval of the staff recommendation.\nVice Mayor Ezzy Ashcraft seconded the motion.\nUnder discussion, Councilmember Chen stated there are impacts with the loss of\nparking and narrowing of lanes, but they are not significant enough to call off the\nproject; that he supports staff recommendation.\nMayor Gilmore stated parking issues cause the most langst in any Alameda project;\nparking is a continuing conversation; biking and walking are important for health and\nenvironmental reasons; The Subcommittee clarified that the pool at\nAlameda High School is on school district property and does not belong to the City. The\nSubcommittee discussed how the city and school district had been able to work together on the\ntransition. The Subcommittee noted interest in resolving all pools concerns. The Board announced\nplans to hold larger public meetings to discuss the cost of retrofitting vs. tear down costs.\nA member of the public, Dick Rutter, suggested ted that the City Council and the Board should\nprovide the public with appraisal information for all the land swap properties.\nThe Subcommittee noted that the District must follow the law in terms of how surplus property is\ndisposed of and the District has little control over who owns the property and no discretion to prefer\none project over another.\nA member of the public, Doug DeHaan, sugessted that the City Council and the Board should\nprovide the public with full disclosure of all negotiated agreements, because most discussions\nwere held in closed session meetings.\nA member of the public noted that the City Council and the Board should review developer fees, especially\nthe impact on the boating docks.\nD.
