{"body": "CivilServiceBoard", "date": "2013-01-09", "page": 1, "text": "eny\nMINUTES OF THE REGULAR MEETING\nOF THE\nCIVIL SERVICE BOARD OF THE CITY OF ALAMEDA\nWEDNESDAY, JANUARY 9, 2013\n1.\nThe meeting was called to order at 5:03 p.m. by Board President Avonnet Peeler.\n2.\nROLL CALL:\nPRESENT: President Avonnet Peeler, Vice President Peter Horikoshi, Members Dean Batchelor,\nLinda McHugh, Marguerite Malloy, and Executive Secretary Holly Brock-Cohn\nABSENT: None\nSTAFF PRESENT: Sharlene Shikhmuradova\n3.\nMINUTES:\nA.\nApproval of Minutes of the Regular meeting of October 10, 2012.\nPresident Peeler stated that item A on the minutes, Attorney Kern was at the meeting and stated that the\nSunshine Ordinance training was a one-time training, but the Ordinance states that it is an annual training.\nShe would like the Ordinance changed to adhere to the Ordinance. The Ordinance needs to be changed so\nthat we are not out of compliance. Director Brock stated that her understanding is that they are viewing it as\none time but she will follow-up and confirm with the City Attorney's Office.\nMember Malloy asked when the last time the Ordinance was amended. President Peeler stated that it was her\nunderstanding that they were still working/developing the Ordinance.\nMember McHugh stated that in the Minutes what is being said is being captured but sometimes if the person\nwas not at the meeting the meaning is lost. Discussion was held\nregarding the list for Utility Energy Analyst and Assistant City Attorney II. Questions will be addressed by staff\nat the next meeting.\nMember McHugh asked which of the lists were cancelled. Director Brock stated that she believed that the\nAssistant City Clerk List was exhausted. The Admin Tech II list was cancelled by HR and they decided to not\ncontinue. Director Brock stated no, that was a person that left which resulted in the\nvacancy. Mr. Batchelor asked if the vacancy came open in October. Director Brock stated yes. The person\nthat just recently started has filled that position.\nMember McHugh stated that in the case of the Apprentice Line Worker being reinstated to full-time, was this a\ncase where he/she was hurt and on light duty. Director Brock stated that this was a person with medical\nissues involved and they were released. Then there was an appeal and negotiations. The person went\nthrough some of the things that they needed to do to come back to work. There was a settlement offer but the\nperson decided to not take the offer and come back to work. President Peeler asked if it was a disability issue.\nDirector Brock stated yes.\nMember Malloy asked if there were more retirements due to PERS reform changes. Director Brock stated no,\nthe pension reform does not impact current/classic employees.\nMember McHugh moved that the Activity Report for the period of September 1, 2012 through November\n30, 2012 be approved. Reminder - Election of Officers at next Civil Service Board meeting on April 3, 2013\n1. President Peeler cannot attend the April 3, 2013 meeting.\nPresident Peeler asked for clarification on meeting absences. It is her understanding that there is only one\nabsence allowed per year. Also, does the rule apply to regular meetings or special meetings? Director Brock\nwill clarify the attendance rules.\nDiscussion was held on when to hold the next meeting.
