Accepted.\nRegular Meeting\nAlameda City Council\n2\nMarch 2, 2010", "path": "CityCouncil/2010-03-02.pdf"} {"body": "CityCouncil", "date": "2010-03-02", "page": 3, "text": "(10-097) Resolution No. 14427, \"Authorizing the Interim City Manager to Approve Fund\nPass-Through Agreement Between the San Francisco Bay Area Rapid Transit District\nand the City of Alameda to Receive $1,668,154 in Federal Transit Administration Funds\nfor the Transit and Access Plan and Implementation of Shuttle Service Improvements,\nand Authorize the Use of $95,178 from Alameda Reuse and Redevelopment Authority\nFunds as Matching Funds for the First Phase of the Project.\" Adopted.\nThe Supervising Civil Engineer gave a brief presentation.\nCouncilmember Tam stated Alameda Transit Advocates' letter notes that the City's\nlong-range Transit Plan is out of date; inquired why the Transportation Commission has\nnot met for the last seven months and whether the Transportation Commission could\nhave done some work to update the Transit Plan.\nThe Supervising Civil Engineer responded last year, the Transportation Commission\nestablished a subcommittee to work on the policy aspect of the Transit Plan; stated the\nTransportation Commission has acknowledged that the Transit Plan needs to be\nupdated; the subcommittee met a couple of times last year.\nCouncilmember Tam inquired whether the subcommittee met over the last seven\nmonths.\nThe Supervising Civil Engineer responded that he does not know; stated staff will\nprovide Council with an Off Agenda Report.\nCouncilmember Tam inquired when the Transportation Commission would meet to\ndiscuss the best use of the pass-through funding, to which the Supervising Civil\nEngineer responded the third Wednesday of the month.\nCouncilmember Tam requested that staff respond to whether the 2005 Metropolitan\nTransportation Commission (MTC) study is available and can be made available on line.\nThe Supervising Civil Engineer stated the 2005 Station Area Plan will be reviewed; staff\nis not intending to ignore anything; all studies will be reviewed moving forward; internet\naccess is available for Alameda Point studies.\nActing Mayor Matarrese stated an explanation should be provided if the link from the\nAlameda Point website to the studies is not there.\nCouncilmember Tam moved approval of the staff recommendation.\nCouncilmember Gilmore seconded the motion, which carried by unanimous voice vote\n-\n3. stated load is growing; eventually, public power systems will need to\nbuild new transmission lines; Alameda should be fine serving Alameda Point within the\nexisting service territory; however, not everyone is taking the same viewpoint; some\npeople think that [Proposition 16's impact on] service within a city is unclear.\nCouncilmember Gilmore inquired whether the proposition is directed to municipal power\ncompanies.\nThe AMP General Manager responded the proposition is not only directed to existing\nmunicipal power companies who may be entrusted in expanding service territories but\nalso include entities such as Marin County, which has undertaken efforts to create a\ncommunity choice aggregation system.\nCouncilmember Gilmore inquired whether the proposition would make things more\ndifficult for government entities to either make it in business or expand, to which the\nAMP General Manager responded in the affirmative.\nCouncilmember Gilmore inquired whether the proposition would not place any restraints\non investor-owned companies such as Pacific Gas and Electric (PG&E), to which the\nAMP General Manager responded in the affirmative.\nCouncilmember Gilmore inquired whether competing with entities such as PG&E would\nbe harder for municipalities and government-owned power companies [if Proposition 16\npasses].\nThe AMP General Manager responded in the affirmative;
