Council could\nreconstitute the group in some other format.\nCouncilmember deHaan inquired whether the Brown Act would prevail\nif a working task force under the Planning Board or PUB were\nestablished.\nThe City Attorney responded a committee, commission or sub-group\nwith a specific task or purpose of somewhat limited duration would\nnot be considered to be a Brown Act committee.\nCouncilmember Matarrese inquired whether not noticing the meetings\nwas being considered.\nVice Mayor Tam stated the question is a process question she\nsupports having a Citizen Advisory group help with priority\nsettings and help examine how the recommendations fit in the\nbudget inquired whether there is an obligation as part of the\nmotion to re-establish some type of Citizen Advisory group that is\ndifferent than the Climate Protection Task Force originally formed\nin 2006.\nThe Supervising Planner stated a public forum was held regarding\nthe Local Action Plan; he likes\nthe idea of a Citizen Advisory Committee.\nMayor Johnson inquired whether a Citizen Advisory Committee could\nmeet without City staff.\nThe City Manager stated the Task Force could be dissolved and\noptions could be brought back to Council regarding implementation\nof a Citizen Advisory Committee as well as Councilmember\nMatarrese's recommendation regarding the budget process and\npriority setting.\nCouncilmember Matarrese stated issues are critical; stated the last couple of days have been better; the deficit\nwas $300,000 at the end of December; new marking campaign efforts\nhave been implemented to increase the number of tournaments.\nVice Mayor Tam inquired whether there is any hope of making up\nrounds, to which the Recreation and Park Director responded there\nis always hope.\nMayor Johnson stated that the Junior Golf Program needs to be\nstrengthened.\nThe Recreation and Park Director stated some work has been done to\nbring the Mif Albright Course back to the original configuration.\nMayor Johnson stated that golf instruction is critical; only eight\npeople were at the driving range on Saturday; the driving range\nshould be viewed as a golf promotion.\nThe Recreation and Park Director stated Recreation Programs will be\nlinked to the Golf Course.\nCouncilmember deHaan stated wet weather kills Alameda's Golf\nCourses;
