inquired how many ferries are run by the\nDistrict.\nThe Ferry Services Manager responded that the Golden Gate Bridge\nTransit District is the largest ferry service on the Bay and\ncarries approximately two million passengers per year; concerns involved\nwhether the WTA had the wherewithal to move forward and take over a\nsystem; the City did not want to Alameda's system to deteriorate in\nany way; inquired whether the legislation could be signed as early\nas October 14.\nThe Public Works Director responded that the legislation was sent\nto the Governor on September 20; the Governor has thirty days to\nact on the legislation by either signing or vetoing the bill; the\nbill would be enacted if no action is taken.\nCouncilmember deHaan requested information on the difference\nbetween Alameda's and Vallejo's concerns.\nThe Public Works Director stated Alameda is trying to ascertain the\nvalue of its assets; approximately $1.1 million could have gone\ninto other types of services but said amount does not include the\n$1 million that was funded through an assessment district for the\nHarbor Bay Ferry; Vallejo's assets are approximately $112 million;\nVallejo is a true transit agency that combines buses with the\nferries Harbor Bay's farebox recovery ratio is 46% and the\nAlameda/Oakland Ferry Service is over 50%; residents need to\nhave a voice in how assets are managed the Bill is proposing to\ngive Alameda's assets to a regional authority where the City's\nvoice is one of many regional cities; the big concern is that the\nBill would transfer ownership Vallejo is in extreme opposition to\nthe Bill and is questioning its enforceability; ferry riders have\nbeen invited to attend Public Hearings in the past; Council should\nconsider not adopting the report until Public Hearings are held,\nthe City Attorney provides an opinion on whether or not the Bill is\nenforceable, and an Advisory Ridership Committee is established.\nMayor Johnson inquired whether the Short Range Transit Plan is\nrequired to be adopted, to which the Public Works Director\nresponded in the affirmative.\nCouncilmember Matarrese stated that Council voting on the Short\nRange Transit Plan would not be supporting the Water Emergency\nTransportation Authority (WETA) Legislation the questions are the\nsame as when the WTA made a presentation.\nCouncilmember Matarrese moved approval of adopting the Short Range\nTransit Plan.\nCouncilmember Matarrese stated that good suggestions have been made\nregarding public meetings; Vallejo's Mayor is questioning whether\nthe legislation is enforceable.\nThe City Attorney stated the legislation purports and attempts to\npre-empt Charter cities; said issue could be challenged.\nBruce M. McBride, Alameda, stated that Vallejo has a tremendous\nferry organization and has a dedicated ridership; most of the\nriders come from Antioch; Alameda is in a different situation than\nLarkspur or Vallejo; Vallejo does not pass under major airliner\nroutes nor is juxtaposed to any international airports; the Alameda\nroute has ninety percent of its transit immediately adjacent to\nmajor container ships; stated that\nthe Island Drive and McCartney Road four-way stop is not working\nfour accidents have occurred between September 2006 and January 31,\n2007; the intersection is dangerous.\nMayor Johnson inquired whether Mr. Ryan was the only crossing guard\nat the intersection, to which Mr. Ryan responded in the\naffirmative.\nMayor Johnson stated the intersection is very wide and is a large\narea for one crossing guard to cover.\nCouncilmember Matarrese suggested that the Public Works Director\nreview the matter.\nCouncilmember deHaan stated that the matter was initially addressed\nin March 2006; stated that the Navy has done a\nlot of research on alternative and solar energy.\n(07-489) Mayor Johnson stated that she and Councilmember Matarrese\nmet with staff and Oakland Council President Ignacio de La Fuente\nregarding the realignment of a train route and re-routing of more\ntrains onto the track that crosses 29th Avenue; Alameda and Oakland\nare planning a workshop on October 11; Alameda motorists need to be\nable to continue on once over the [Park Street ] bridge; the issue\nis significant and affects Oakland Councilmember Kernighan's\ndistrict; the purpose of the meeting is to inform Oakland and\nAlameda residents on what is known at the time.\nCouncilmember Matarrese stated a railroad track is crossed when\nmotorists proceed outbound on the Park Street Bridge said railroad\ntrack would have increased train traffic inbound; the train traffic\nwould go through the neighborhood along Fruitvale Avenue and cross\nthe off ramp to I-880 southbound onto Fruitvale Avenuel\nCouncilmember de La Fuente's office found out about the situation\nwhen the Union Pacific Railroad sought permits for traffic\ndiversion on 29th Avenue to start repairing the tracks.\nThe City Manager stated the meeting is scheduled for October 11th at\n6:30 p.m. ;
