she recognizes that significant sacrifices have been made\nby the military in order to preserve people's rights to speak;\ncommunication between local, regional, State or federal governments\nis appropriate; recent communications have taken place with the\nGovernor to make sure that the Governor recognizes that public\ntransit dollars should not be cut; the federal budget deficit has\ntaken a toll on health care; Medicare reimbursements have\ndiminished significantly the City has discussed building an\nappropriate facility to serve veterans at Alameda Point she would\nlike to have the draft resolution recognize impacts on Alameda's\nhealth care needs.\nMayor Johnson stated that now is the appropriate time to give\nAlameda residents an opportunity to discuss the matter; she has no\nobjection to discussing the matter at a Council meeting.\nCouncilmember deHaan stated that he has an on-going concern with\nthe war; Congress changed in November; a referendum could be coming\nto California residents in April; SB 924 calls for an advisory\nvote; all avenues need to be discussed; four years is a long period\nof time; he does not want to send the wrong signal to the men and\nwomen serving the country; treatment was less than satisfactory for\nVietnam War veterans further discussion should go forward, but\nother avenues should be reviewed.\nMayor Johnson suggested adding language to the resolution regarding\nproviding support services to veterans and supporting higher\nservice levels for injured troops.\nCouncilmember Gilmore stated that she has received a number of\nemails and phone calls on the matter. residents are pro and con on\nthe issue;
