Accepted.\nRegular Meeting\nAlameda City Council\n2\nMay 1, 2007", "path": "CityCouncil/2007-05-01.pdf"} {"body": "CityCouncil", "date": "2007-05-01", "page": 3, "text": "(07-197) Recommendation to authorize modification of Two-Way Stop\nControls at the Clinton Avenue at Union Street, and Clinton Avenue\nat Chestnut Street intersections.\nCouncilmember deHaan requested background information be provided.\nThe Public Works Director stated neighborhood residents requested\nstop sign installations; the recommendation to authorize\nmodification of two-way stop controls [paragraph no. 07-198]\naddresses all-way stop installations along Clinton Avenue; the\nrecommendation to authorize installation of two-way stop controls\n[paragraph nos. 07-198, 07-198A, and 07-198B] address all-way stop\ninstallations and some two-way stop installations; residents were\nconcerned about the amount of traffic coming through the\nneighborhood and pass-through traffic being diverted off major\nstreets onto residential streets speed and pedestrian safety,\nspecifically, child safety, were concerns ; areas addressed in\n[paragraph no. 07-197] are within a school area; the Clinton Avenue\ncorridor was reviewed and it was recommended that some stop signs\nbe installed to calm traffic; the whole neighborhood was reviewed\n[paragraph no. 07-198, 07-198A, and 07-198B] to find a way to calm\ntraffic within an area abounded by Broadway, Otis Drive, High\nStreet and Encinal Avenue stop signs were alternated; said method\nhas been successfully used in other jurisdictions.\nCouncilmember deHaan inquired whether the areas had prior signals,\nsuch as yield signs, to which the Public Works Director responded\nthere were no yield signs at any of the intersections.\nCouncilmember deHaan stated the neighborhood was reviewed in\ngeneral. inquired whether adjacent areas would be reviewed\nsystematically or whether resident requests would initiate the\nreview.\nThe Public Works Director responded resident requests initiate the\nreview; stated a system-wide approach would be used where the same\nconcerns are noted; having a historic grid system is fortunate and\nallows alternating stops in residential neighborhoods were traffic\nvolumes are low.\nCouncilmember deHaan inquired whether similar efforts have been\nmade in other areas, to which the Public Works Director responded\nthis is the first effort.\nCouncilmember deHaan stated that he would encourage staff to\ncontinue the efforts; consistency is needed throughout the City;\ninquired whether the Clinton Avenue warrants justify all-way stops.\nRegular Meeting\nAlameda City Council\n3\nMay 1, 2007", "path": "CityCouncil/2007-05-01.pdf"} {"body": "CityCouncil", "date": "2007-05-01", "page": 4, "text": "The Public Works Director responded no all-way - stop warrants were\nmet on Clinton Avenue stated stop sign orientation would be\nchanged by providing an alternating stop sign pattern at two\nintersections; Clinton Avenue has a higher traffic volume, which\nmay be because of access to the Hospital.\nCouncilmember deHaan inquired how existing, parallel streets would\nbe affected.\nThe Public Works Director responded there would be an alternating\npattern; stated all-way stops are at the corners of St. Joseph\nElementary School and St. Joseph Notre Dame High School.\nMayor Johnson stated previously Council discussed a Citywide\nstrategic approach; inquired whether it is better to strategically\nreview stops in a specific area rather than Citywide.\nThe Public Works Director responded issues are being reviewed to\ncomprehensively address where stop signs should go and to determine\nappropriate locations for traffic calming devises.\nMayor Johnson inquired whether the Fountain Street intersection\nreferenced is near St. Philip Neri Elementary School, to which the\nPublic Works Director responded in the negative.\nMayor Johnson stated said intersection does not have four-way stop\nsigns; Council has stated that the preference is to have four-way\nstop signs by schools; she recommended that residents contact the\nPublic Works Department regarding the issue.\nThe Public Works Director stated that he would look into the\nmatter.\nMayor Johnson requested staff to ensure that four-way stop signs\nare installed at the Fountain Street intersections adjacent to St.\nPhilip Neri Elementary School.\nCouncilmember deHaan moved approval of the staff recommendations\n[paragraph no. .07-197] and [paragraph no.07-198, 07-198A, and 07-\n198B].\nCouncilmember Gilmore seconded the motion, which carried by\nunanimous voice vote - 4. encouraged Council to incorporate\nthe arts in every possible aspect of policy considerations for the\nfuture of Alameda.\n(07 7-205 - ) John Olson, Alameda, stated that he would like to start a\nSan Francisco Bay Center for wooden boats; encouraged Council\nsupport.\nCOUNCIL COMMUNICATIONS\n(07-206) Mayor Johnson stated that she attended the Northern\nCalifornia Power Agency (NCPA) Conference in Washington, D.C.. ; four\nAlameda representatives attended the Conference, which was an\neffort to advocate for Alameda and the NCPA on power issues.\n(07-207) Councilmember Gilmore stated that she attended the\nAssociation of Bay Area Governments (ABAG) General Assembly on\nApril 19 in San Francisco; housing and regional priorities were\ndiscussed; there was a real focus on green building and green\ntechniques.\n(07-208) Mayor Johnson stated that the Planning Board was looking\nat green building ordinances;
