Approved.\n(06-004) - Ratified bills in the amount of $2,904,675.88.\nMayor Johnson stated that she was impressed with the progress staff\nhas made in purchasing within Alameda; requested staff to check on\nthe possibility of purchasing tires in Alameda.\nCouncilmember Matarrese inquired why there are a number of negative\namounts on the last page of the register.\nThe Finance Director responded the negative amounts indicate that a\ncredit memo was issued or an offset occurred to a payment.\nCouncilmember Matarrese inquired why Dang & Trachuk had a $16,000\nnegative on the check register.\nThe City Attorney responded the negative $16,000 was for the\nAlameda Belt Line litigation.\nCouncilmember deHaan stated that departments are paying attention\nto where money is being spent; the project was very successful; the vast\nmajority of Webster Street has improved; the Park Street\nStreetscape Project involves two blocks; a lot of the work still\nneeds to be done; inquired how much funding was provided by the\nMetropolitan Transportation Commission (MTC).\nThe Public Works Director responded each project received\napproximately $1 million.\nCouncilmember deHaan stated that the remainder of the funding came\nfrom various other sources such as redevelopment and Alameda Power\nand Telecom (AP&T)\nThe Public Works Director stated that AP&T paid for all of the Park\nStreet joint trenching for electrical and cable wiring some\nMeasure B money covered the Webster Street sidewalk repair.\nCouncilmember deHaan stated the money was well spent; he has\nconcerns about the next phase; inquired whether more dollars were\nin the cue now.\nThe Public Works Director responded in the affirmative. stated a\n$700,000 federal grant would go to the Park Street Streetscape\nProject specifically; the Park Street\nproject involved two blocks for about the same amount of money;\ninquired how the Park Street project was different.\nThe Public Works Director responded that Park Street has private\nbasements extending into the public right-of-way; Webster Street\ndoes not have basements under the sidewalks the work on Park\nStreet was more expensive because trenching needed to be done under\nthe streets for utilities; Park Street was also completely\nresurfaced from curb to curb.\nCouncilmember deHaan inquired whether CalTrans money was available\nfor the resurfacing on Webster Street.\nThe Public Works Director responded that Webster Street was\nresurfaced by CalTrans three years ago and did not need to be\nresurfaced: PSBA wanted to have flush transit plazas, which are\nmore expensive; SFH requested the additional amount as\npart of the grant; the increase in funds would provide the City\nwith additional technical assistance in meeting Housing and Urban\nDevelopment (HUD) obligations; fair housing regulations have\nchanged for people with disabilities and language barriers.\nCouncilmember Matarrese inquired how SFH's scope of work was being\nmeasured.\nThe Community Development Manager responded that traditionally\nSFH's goals are exceeded; SFH would continue to meet contractual\nobligations; technical assistance would be added to the scope of\nwork; more meetings would be scheduled to brief staff on community\nquestions.\nCouncilmember Matarrese stated that goals are not set appropriately\nwhen consistently exceeded the 25% increase is hefty; staff\nfeels that SFH was in compliance in terms of the number of people\ncontacted; stated that communication could have been better.\nCouncilmember Matarrese stated that caution should be exercised in\nestablishing criteria by the number of contacts made; the Acting Police Chief does not\nconsider the site to be a hazard; a doctor died at the site, as\nwell as two others; inquired why something has not been done to\ncorrect the situation.\n(06-011) Jon Spangler, Alameda, requested that the Council\nconsider joining the Kyoto USA movement in voluntarily adopting\nthe Kyoto protocols;
