Trevithick to the Real\nEstate/Land Development seat of the Economic Development Commission\nand continued the Community at Large vacancy (EDC) and the\nRecreation and Park Commission vacancy.\n(05-542) Discussion of a proposal for the City of Alameda, as a\nparticipant in the Alameda County Lead Poisoning Prevention\nProgram, to partially fund a survey to be used in analyzing the\nfeasibility of increasing the County Service Area fee for lead\nabatement education and services.\nMayor Johnson stated that Supervisor Alice Lai-Bitker was present\nto provide the Council with information on the matter.\nSupervisor Lai-Bitker stated that Mark Allen, Alameda County Lead\nPoisoning Prevention Program (ACLPPP) Board, was also available to\nprovide the Council with information ACLPPP has provided a great\nvalue in preventing lead poisoning among children; government\njurisdictions have suffered from financial challenges and budget\nreductions ; staff layoffs occurred during the current fiscal year ;\nstated that there has not been a fee increase since the fee was\nadopted in 1991; the City of Berkeley\nwas having a preliminary discussion tonight.\nCouncilmember Daysog inquired whether the survey questions would\naddress only the lead abatement program.\nMr. Allen responded that the survey would provide a sense of what a\npalatable fee would be; results would determine whether to seek a\ntwo-thirds majority vote of the electorate or a simple majority of\nthe property owners involved in the fee payment; Proposition 218\nhas certain requirements on how the election should be run; the\nproperty owners' vote would be weighted based on the number of\nunits owned.\nCouncilmember Daysog stated there were unrelated add on questions\nregarding waste related issues when polls were conducted in the\npast; City dollars should be spent for the lead abatement poll and\nnot for a candidate.\nMr. Allen stated that conducting a poll for a candidate would not\nbe appropriate for a public agency.\nMayor Johnson inquired whether a list of the questions would be\navailable, to which Mr. Allen responded in the affirmative.\nVice Mayor Gilmore stated there was a short timeframe if the poll\nresults favor a 2006 General Election.\nSupervisor Lai-Bitker stated the consultant intended to conduct the\npoll in December the timeframe has been delayed; inquired who would own the data on an\nindividual.\nMr. Allen responded that the question would need to be raised with\nCounty Counsel.\nCouncilmember Daysog inquired what safeguards are in place to\nensure that Larry Tramutola would not use the data for another\ncampaign and what would be done to ensure the data was available to\neveryone.\nMayor Johnson stated that Councilmember Daysog's concern was valid;\ninquired whether the data would be available to the four JPA\ncities, to which Mr. Allen responded that he would assume SO.\nCouncilmember Matarrese stated that the data should be available to\nthe general public because payment would be made by a public\nentity; public availability should be a provision of the City's\nparticipation in addition to only having lead abatement questions\nin the survey.\nCouncilmember Daysog inquired whether he was in conflict because he\nwas in a political race and discussing a political consultant.\nThe Assistant City Attorney responded that nothing raised tonight\nwould pose a conflict.\nCouncilmember Daysog stated that he would also check with the Fair\nPolitical Practice Commission on the matter.\nCouncilmember deHaan stated that the questions are valid; public officials need to take a stand and write a\nletter regarding possible implications.\n(05-544) Mayor Johnson stated that the Council attended the\nBridgeside Shopping Center groundbreaking\nCouncilmember Matarrese stated that Nob Hill Foods was coming to\nAlameda: construction has started; the property was being graded.\nMayor Johnson stated there have been a number of false rumors\nregarding the Bridgeside Shopping Center over the past few months ;\nthe previous owner's lack of interest in developing the property in\na way the community desired was one of the complications the\nproject should be completed by Labor Day.\nCouncilmember deHaan stated the Webster Street Streetscape has been\ncompleted;
